Each category has a different gateway and different requirements. These summaries do not replace official verification.
Resident individuals in Saudi Arabia
A non-Saudi individual residing in Saudi Arabia and holding a valid resident ID.
Ownership within the geographic scope in all Saudi cities, with Islam required for Makkah and Madinah. Outside the scope: one residential property in Saudi cities except Makkah and Madinah, subject to controls.
- Valid ID, disclosure of ownership-process data, and in-rem registration of the property in the Real Estate Registry.
- Availability changes based on scope and property type. Makkah and Madinah require additional verification and the Islam condition.
The resident path is clearer than the non-resident path, but scope and property type remain decisive.
Premium Residency holders
An individual holding Premium Residency in Saudi Arabia.
Ownership within the scope across all Saudi cities, with Islam required in Makkah and Madinah. Outside the scope, broader paths may apply under Premium Residency rules, including usufruct in Makkah and Madinah subject to controls.
- Valid Premium Residency, disclosure, real estate registry, and completion of platform requirements.
- Ownership does not prejudice rights or benefits acquired as a Premium Residency holder, while Makkah and Madinah remain special scopes.
This is one of the most practical paths when requirements are complete and the scope is confirmed.
Individuals outside Saudi Arabia
A non-Saudi non-resident who may apply for a digital ID through Saudi missions abroad.
Ownership within the geographic scope in all Saudi cities. In Makkah and Madinah, Islam is required.
- Digital ID, bank account in Saudi Arabia, Saudi contact number linked to the digital ID, disclosure, and real estate registry.
- Outside the geographic scope is not presented as a general path for this category in the guide; official verification is required before any commitment.
The path is attractive for investment but more sensitive because of ID, contact, and bank-account requirements.
GCC citizens
A non-Saudi individual holding citizenship ID from a Gulf Cooperation Council country.
Ownership within scope across Saudi cities, with Islam required in Makkah and Madinah. Outside the scope: residential or investment ownership in all Saudi cities except Makkah and Madinah under GCC citizens’ ownership rules.
- Valid GCC ID, disclosure, and property registration in the Real Estate Registry.
- Makkah and Madinah remain conditional and limited. Outside-scope ownership is tied to GCC ownership regulations.
A strong path for residential and investment purposes when the property is within scope or an organized exception.
Non-Saudi companies
A company established outside Saudi Arabia under the laws of a foreign country.
Ownership within the geographic scope in all Saudi cities, excluding Makkah and Madinah.
- Registration with the Ministry of Investment, disclosure of direct and indirect owners/controllers, a legal representative with an ID issued under Saudi regulations, a bank account in Saudi Arabia, and a registration number after requirements are fulfilled.
- Makkah and Madinah are excluded from direct ownership for non-Saudi companies, with update obligations when 5% or more ownership transfers or control changes.
The opportunity is high, but the compliance burden is high, especially disclosure and ownership updates.
Nonprofit entities and other legal persons
A non-profit entity or non-Saudi legal person subject to the governing provisions.
For nonprofit entities: within the scope in all Saudi cities except Makkah and Madinah. Other legal persons are subject to specific provisions or decisions.
- Registration with the competent authority, disclosure of controllers, legal representative, bank account in Saudi Arabia, and real estate registry.
- Changes in control or independence require notifying the competent authority within 15 days; some entities require a specific regulatory basis.
This path is more sensitive because of control, independence, and regulatory-reference issues.
Important general provisions
Spouse and Descendants for the Residential Property
The non-Saudi spouse and non-Saudi descendants are treated as dependents for ownership of the residential property. None may separately own a residential property unless the marriage has ended or the descendant has reached age 25.
More Favorable Rights Under Other Regulations
The law does not prejudice Premium Residency rules, GCC citizen ownership rules, or other applicable regulations granting non-Saudis more favorable property or real-right rights.
Oversight and Violation Correction Period
The Real Estate General Authority is responsible for oversight and enforcement. A penalty decision may allow a correction period of no less than 10 days and no more than 180 days, depending on the violation and the required remedy.
Verify eligibility, geographic scope, and the type of real estate right before paying a deposit or entering a contractual commitment.

Issuing a digital identity

Create an Account and Book an Appointment at a Saudi Mission
Visit the Ministry of Foreign Affairs website, create an account, complete the required information and documents, then book an appointment at a Saudi mission to apply for a digital identity for property ownership from outside Saudi Arabia.

Visit the Mission and Complete Biometrics
After the appointment is confirmed, visit the Saudi mission abroad, submit the required documents, and complete biometric registration.

Receive the Digital Identity Issuance Notification
After the required conditions are verified, the beneficiary will be notified when the digital identity is issued.

Issue a Saudi Electronic SIM
Visit the website of a Saudi telecom provider to issue a Saudi electronic SIM in the beneficiary’s name from outside the Kingdom.

Activate the SIM Through the Nafath App
Use the Nafath app to activate the Saudi electronic SIM issued in the previous step.

Activate the Digital Identity Through Absher
Access the Absher platform and complete digital identity activation so it is ready for official services.

Open a Saudi Bank Account
Visit the website of an available Saudi bank to open a Saudi bank account from outside the Kingdom and complete the bank’s verification requirements.
